Make stale branch cleanup executable from the Build Factory operator cockpit

Expose branch cleanup as a first-class cockpit action in the operator-cockpit UI. Add an API route /api/cockpit/branches/cleanup that invokes factory-clean-stale-branches.ps1 -IncludeRemote and returns structured results. Surface the action as a button in the control-plane panel with a branch list preview, cleanup confirmation, and last-run telemetry. Declare the route in api-contracts.json and domain-model.json per the contract-backed-changes policy.
