Audit and align full context stack, rules, and execution scripts for Build Factory site executability
Review the full agent context stack (BUILD_FACTORY_GLOBAL_CONTEXT.md, FACTORY_PRODUCT_CONTEXT.md, PRODUCT_DEFINITION.md, BUILD_FACTORY_SYSTEM_CONTEXT.md, AGENTS.md, copilot-instructions.md), all execution scripts in scripts/, and all autonomy/agent-execution config files to produce a gap analysis and remediation backlog. The goal is to ensure every operator action, factory policy, and governance rule is either already executable from the Build Factory operator cockpit or has a concrete backlog item to get it there. Deliver a structured gap report and a set of follow-on backlog items.
