Slice 1 — Shell, Scope, and Route Decomposition
Introduce the first-class scope runtime (ScopeRef, ShellRuntimeContext, ApiEnvelope contracts), add scope switcher to the operator shell, decompose the overloaded home route into /dashboard plus canonical area stubs (/launch-pad, /telemetry, /reuse, /settings), add /api/shell/context, /api/shell/scope, and /api/dashboard/summary canonical routes, and update the shell navigation contract to canonical top-level route names. Legacy routes (/product-launch-pad, /observability-telemetry) remain as compatibility shims. This is the Slice 1 foundation for the full next-iteration implementation pack.
