Slice 2 — Canonical Queue and Work-Item Lifecycle
Introduce the canonical WorkItemLane enum and mapping helpers, a lane derivation service that maps current filesystem state to canonical lanes, normalized queue API responses under /api/control-plane/queue/*, a queue overview page at /control-plane/queue with canonical lanes, a per-lane view at /control-plane/queue/[lane], and a work item detail route at /control-plane/items/[itemId]. Replace ambiguous ready/running lanes with planned/in_progress in all UI surfaces. Absorbs wi-BF-066 (page.tsx refactor) where applicable.
