Implement bounded sub-routes for the launch pad area: /launch-pad/ideas, /launch-pad/definitions, /launch-pad/instantiation, /launch-pad/readiness, /launch-pad/portfolio with their canonical API routes. Introduce LaunchPadOverviewVm and related view-models. Add traceability links from launch entities to downstream work items and jobs. Retire the /product-launch-pad shim once this slice is complete. Absorbs wi-BF-119 (mobile operator-response loop controls) where applicable.
