Slice 5 - Telemetry Workspace Normalization
Introduce the TelemetryEvent envelope contract and scope-aware telemetry API routes (/api/telemetry/overview, /failures, /traces, /cost, /contracts, /chat). Add correlation IDs across request/action/job/review/release events. Apply beginObservedRequest/finalizeObservedResponse to the 8 currently-uncovered API routes. Implement /telemetry/* sub-route pages with real data. Add a /telemetry/contracts view showing missing emitters. Retire the /observability-telemetry shim once this slice is complete. Aligns with wi-BF-111 (cost and identity observability dashboards).
