Introduce the normalized ExchangeRecord schema and exchange lane model. Implement exchange API routes (/api/reuse/exchange, [exchangeId], [exchangeId]/actions/[actionId], /registry, /lineage). Build /reuse/exchange, /reuse/promotions, /reuse/harvests, /reuse/registry, /reuse/lineage pages. Implement exchange action handlers for candidate, triage, approve, package, apply, verify, reject, block, and supersede. Replace the asymmetric promote/harvest workbench with the normalized exchange engine. Absorbs wi-BF-126 (pull-based cross-repo promotion model).
