Slice 7 — Access, Settings, and Operator Foundation
Introduce the operator session abstraction and request-time auth helpers. Add middleware.ts requiring session for all non-health routes (with explicit local-dev bypass mode). Implement /settings/config, /settings/governance, /settings/access, /settings/providers, /settings/deployments, /settings/audit pages with real data. Build bounded config validation/save flows with audit events. Add scope grant visibility and denied-action audit trail. Aligns with wi-BF-100, wi-BF-101, wi-BF-106, wi-BF-109, wi-BF-110 governance foundations already in review.
