Codify 3-tier docs architecture policy in BUILD_FACTORY_SYSTEM_CONTEXT.md

The docs/ folder has three natural tiers that are not yet codified as policy: (1) docs/system/ = versioned standards, execution plans, and system specs (permanent, referenced by agents and system context); (2) docs/bootstrap-execution-pack/ = active execution playbooks and phase plans (scoped to the active delivery wave, retired to information when the wave ends); (3) docs/information/ = reviews, evidence narratives, one-pagers, lifecycle maps, and legacy archives (reference-only). Additionally, machine-readable DoD evidence belongs exclusively in work-items/done/*.completion-report.json, not as freestanding markdown in execution-pack. Implement: (A) Add the 3-tier docs policy section to BUILD_FACTORY_SYSTEM_CONTEXT.md. (B) Move the three freestanding evidence files (bf-166-throughput-trial-evidence.json, bf-175-interaction-latency-evidence.md, bf-176-telemetry-scorecard-evidence.md) from docs/bootstrap-execution-pack/ to docs/information/. (C) Update BUILD_FACTORY_SYSTEM_CONTEXT.md docs/ listing to reflect the corrected file locations. (D) Confirm no scripts reference these files directly. Validate with validate-local.ps1.
