Test suite refactor Phase 4: UAT suite script and manual dispatch GitHub workflow
Implement Phase 4 of BUILD_FACTORY_TEST_SUITE_REFACTOR_EXECUTION_PLAN_V1. Create the UAT suite script and the manual-dispatch GitHub Actions workflow for operator-triggered full system validation. UAT tests cover operator cockpit E2E, UI acceptance, and launch readiness checks that require human context or full environment. The manual workflow must support workflow_dispatch with inputs for suite selection (smoke/uat/sit/all) and optional test tag filter. Deliverables: (1) scripts/tests/uat/run-uat-ui-suite.ps1 — runs all tests tagged 'uat' or 'e2e' from factory-test-taxonomy.v1.json. (2) .github/workflows/factory-tests-manual.yml — workflow_dispatch workflow that accepts inputs: suite (choice: smoke|regression|sit|uat|all) and tag-filter (string, optional). Invokes the appropriate suite script(s) based on input. Workflow must exist (referenced in factory-test-workflow-map.v1.json but currently missing). Config-driven from taxonomy; no hardcoded ID lists.
