Translate all 31 contract-policy test IDs from run-factory-tests.ps1 monolith into Pester 5 Describe/It blocks in scripts/tests/contract/factory-contract-policy.Tests.ps1. Each test tagged 'contract-policy' matching the taxonomy. Remove the same tests from the monolith after migration. Monolith drops from 108 to 77 tests. Requires BF-195 (Pester 5 infra) to be done first.
