Done Work Item
Add explicit queue priority ordering to work items and queue readers
Stop deriving approved and ready queue order from filename and item id sorting. Add an explicit queue ordering contract to work items, update queue readers and execution scripts to sort by that contract, expose ordering in the operator cockpit, and enforce validation so missing or duplicate queue order values fail fast. This removes ambiguity and makes execution order operator-controlled instead of incidental.
