Exchange API routes — package, apply, verify, reject, block, and supersede action handlers
Implement the remaining six exchange action handler API routes. Create: POST /api/control-plane/exchange/[id]/package (assemble artifact package, record packagedAt timestamp), POST /api/control-plane/exchange/[id]/apply (apply to target repo, record appliedAt, call script adapter from BF-233), POST /api/control-plane/exchange/[id]/verify (confirm successful apply, add to registry, record verifiedAt), POST /api/control-plane/exchange/[id]/reject (move to rejected, require rejection reason in body), POST /api/control-plane/exchange/[id]/block (block record, require block reason), POST /api/control-plane/exchange/[id]/supersede (mark superseded by newer record, link supersedingId). All routes follow same auth+validation+state-machine+audit pattern from BF-225.
