Registry route and UI — /reuse/registry accepted capabilities inventory with search and tags
Implement the /reuse/registry route as the accepted capabilities registry — the inventory of all capabilities that have been verified and accepted into the system. Capabilities are RegistryEntry records (from BF-221) created when exchange records reach the verified state. Display: searchable capability list (by name, tags, version), per-capability detail (version history, lineage refs, source exchange record link), tag-based filtering, deprecation status indicator. GET /api/control-plane/exchange/registry route to back the UI. Mobile: stacked layout with search prominent.
