Cockpit Phase 2 — Exchange Activity panel on the dashboard
Implement the Exchange Activity panel on the /dashboard page as the Operator Cockpit Phase 2 cockpit surface. Panel shows: recent exchange record transitions (last 10 across all kinds and states), counts per canonical exchange state (candidate, triage, approved, packaged, applied, verified, blocked, rejected, superseded), quick-link to /reuse/promotions and /reuse/harvests for drilldown. Data source: GET /api/control-plane/exchange/summary. Panel must handle stale, empty, and error states independently without blocking dashboard render. No new exchange states may be introduced. Mobile: compact summary card.
