Context-aware telemetry workspace routes — /telemetry with overview, failures, traces, cost, and contracts views
Implement the full telemetry workspace as the Slice 5 actual implementation (BF-131 was a tracker only). Create route pages: app/telemetry/page.tsx (overview: event counts by type, recent events, alert summary), app/telemetry/failures/page.tsx (failure events with correlation ID drilldown), app/telemetry/traces/page.tsx (correlated request traces following correlationId across events), app/telemetry/cost/page.tsx (LLM usage spend, execution cost, high-cost path markers), app/telemetry/contracts/page.tsx (coverage view: which event types are emitting vs missing). All pages filter by control_plane or product context. Data sourced from telemetry_events table (BF-237). Fresh dev-server verification required.
