Config settings route and UI — /settings/config bounded configuration management
Implement the /settings/config route for bounded configuration management. Display current configuration values (from config/*.json files and environment), organized by category: governance policy (read-only display of code-quality-policy.json, work-item-delivery-policy.json, definition-of-done-policy.json), runtime config (display of runtime-config/ values), feature flags (list of current feature flag states). Provide bounded save flows for operator-editable config values only (not governance policy files). All save operations are audited via BF-237. Config values are not raw secret disclosure — provider secrets show masked/redacted in UI.
