Deployments route and UI — /settings/deployments deployment history and health
Implement the /settings/deployments route showing deployment history and current environment health. Display: deployment history (list of recent deploys: image tag, deploy timestamp, deployed-by, health check result, rollback status), current environment status (running image version, uptime, DB connection health, last successful health check timestamp), manual deploy trigger (for admin role operators, triggers the deploy pipeline via API), rollback trigger (to previous known-good image, audited). Data sourced from: jobs table for deploy history, /api/health for current status, GitHub Actions API for pipeline status. All deploy and rollback actions audited.
