Confirm: (1) promote and harvest records share one lane model with 9 canonical states; (2) exchange records are actionable from the UI — all 9 action handlers work end-to-end; (3) registry route shows accepted capabilities, searchable and filterable; (4) lineage route shows per-record state history and supersession chains; (5) no new exchange states were introduced beyond the 9 canonical lanes; (6) cockpit dashboard Exchange Activity panel reflects live exchange state. Write checkpoint validation report to work-items/checkpoint-3-validation-report.md. This WI produces evidence that Checkpoint 3 passes.
