Queue lifecycle integrity enforcement - codify canonical lane semantics and block dirty state drift
Stabilize the work-item workflow by codifying canonical lane semantics for ready, running, review, blocked, and done, then enforcing them in scripts and diagnostics. Define lane invariants based on branch state, PR state, approval state, and required-check state so the queue cannot report semantically dirty status such as approved-but-failing items remaining in review or merged items lingering outside done. Implement queue validation and reconciliation logic in factory scripts and operator cockpit diagnostics, add automated tests covering dirty-state scenarios, and make the queue truthfully reflect execution reality.
