Reconfigure .github/dependabot.yml to reduce noise and increase signal. Group patch+minor npm updates into a single weekly PR. Group GitHub Actions updates into a single weekly PR. Add ignore rules for breaking major versions: typescript>=6, next>=16, eslint>=9, eslint-config-next>=16, vitest>=4. Reduces open PR count from 14+ individual updates to 2-3 grouped batches. Closes failing major-version PRs (#293, #294, #295, #298, #299) that require dedicated work items.
